All I want to do is get all/most usable characters to 5* and then lvl their gear. And then if maxed farming them up again.
You eventually need 5 scoundrels for the credit and droid heists and for crit chance mods. They have to be 5* for tier 3 of crit chance mods. There is no star requirement for heists. Not being able to do the heists will hold you back significantly, so I would definitely get as many as you need for the tier you qualify for ASAP.
