Occam's razor suggests that we seek the most simple explanation. In this case, the simplest explanation would be that the skill is simply worded poorly, rather than it being broken.
The infamous video was, as has been pointed out, an extreme case scenario. It's a fun watch but if you take OP into consideration, does not suggest that there is any actual bug happening.
We may very well see a balancing happening though, depending on exactly how rare these occurrences are, I guess.
