"And" is a coordinating conjunction that, in this context, is connecting 2 ideas to the sentence subject, not connecting 2 independent clauses. We know it is not connecting 2 independent clauses because "gain 25% turn meter" does not contain a subject, and is therefore not an independent clause. Nobody would be confused with "My dog is fast and jumps over the fence", which is the same sentence structure. Nute's ability is not working according to the ability's description because there is only 1 subject being modified by 2 ideas.
