I think the way they should work is that every leader ability has Ability A that applies to everyone and either a stronger Ability A, or an Ability B, that only applies to the synergy. Like Dooku could give evasion to everyone but Offense Up only to Sith. And some leaders that only do synergy abilities could partly benefit everyone.
