Offence down don't apply over offence up?
I play Tarkin for some tests and with his low life pool his only advantage are his special and his main attack which deals okay damage. But how frustrating when using a turn to try to apply offence...

In truth it is applied, just the offense up timer has to expire.
Let's say the enemy has offense up for the whole team, and lasts just 1 turn, you apply offense down for 3 turns. After their turn, they lose offense up and will have offense down for 2 turns.
Works the same way around for offense up over offense down.
Of course it is applied only to those who didn't resist it.
