Ackbar, Tarkin and Windu are fleet commanders, not pilots. Most of the people you listed would be pilots and some not even pilots.

No, they commanded a ship....not an entire fleet. Big difference. There were admirals who coordinated the various ships in battles. By contrast, Windu was head of the entire Republic war efforts during the Clone Wars so he was in charge of the entire fleet.

Pretty obvious why they didn't add Grievous. They started with 3 characters, one from each of the 3 most primary factions, who are easy to farm. That's why there's no Yoda, Palpatine, Grievous. Ships is a brand new feature....putting very rare characters as the basic fleet commanders would be a pretty bad idea.
