In this case, "they" refers to the ally whose buff is expiring.
We will change the text in a future update to provide more clarity.

Who's Cooldowns are reduced? I read it as the unit that used the non-damaging ability reduces their own Cooldowns, but other are telling me it's the allies that are called to assist?
