Padme going from G10-----> G11 Should she gain speed from doing so?

She only gains +3 speed from G10 gear pieces so odds are you wouldn't see any speed increases when going to G11 since 10% of 3 is gonna round down to 0.

Im talking about flat speed increases.

I believe I have read before that the numbers that flash when you hit upgrade include the bonuses you have already received from gear you already had, not just new stat increases from the upgraded gear level.

This.

The only new thing that happens when upgrading gear level is % mod bonuses now apply to the complete gear level. No flat numbers change just because of the upgrade. You get the stats when you add the piece.
