Is is just my constant extremely bad luck with RNG that my palp just cant seem to reliably apply shock and stun? i mean at 82% potency + 35% from the lead should dash out stuns and and shock left and ...

Sometimes when using palps basic it does dmg but doesnt apply shock, now it would be understandable of resists or deflection but those dont appear, now that would mean a failing of the % chance to do a debuff but his basic should be a 100% chance to apply shock.
