I've found that ,while Phoenix is great and will carry you for a long while and help you out a great deal early on, once you've finished farming them to 7*, you should immediately start farming their arena replacements. That's pretty much how long you have until you start getting passed by other teams.
I've heard they get good again once you start putting zetas on them and top mods, but by that point, you'll have unlocked Thrawn, EP, and have all you need for Chimera, so it'll probably be time to move on.
If you haven't started with Phoenix and got them later in the game (like I did), you'll likely find them out last their usefulness sooner.
