Phoenix Squad Zetas

As far as I know zeta leader abilities need 10 omegas, zeta uniques need 13 and zeta special abilities need 16. All of the Pheonix squadron zetas are special abilities so that is probably what you're seeing

I'm not sure, it could be because zetas are usually more powerful for single characters than teams
