Ehm ... no. They shouldn't be available at the start of the game for the exact reasons you are giving.
Starting the game with a good, high synergy team would totally criple your game, as you would not be forced to work out synergies other than the obvious ones until midgame or late game, and that would create a massive increase in difficulty late on.
You should on the other hand be forced to experiment with those things early on, so you get a common understanding of the game mechanics, so you are ready for when the going gets tough.
