Because someone who can complete all three tiers gets 3x the rewards of someone that can only complete the first tier. You don't have to choose which tier to complete, you get to do all three if you can. The rewards overall get better in terms of you get more, but you're getting the same thing just 3x more than someone else.
True, but the other events have greater rewards the higher the tier. This one doesn't
