Because someone who can complete all three tiers gets 3x the rewards of someone that can only complete the first tier. You don't have to choose which tier to complete, you get to do all three if you can. The rewards overall get better in terms of you get more, but you're getting the same thing just 3x more than someone else.

You only get one battle in those events. In this one you get 3
The Forrest Moon Assault Battles, for example has tiers that progressively become more difficult. The more difficult the tier, the better the rewards.

Pretty sure you're able to do them all. That event was also created long before the Places of Power was created though, and Places of Power came out right after Nihilus was released so basically anyone who was there when Nihilus came out was able to beat the event lol.
