It don't guarantee 100% resist, but it guarantee plague can't spread.

Tenacity Up is a guaranteed 100% resist, unless either you have Tenacity Down debuff, or the Plague is being spread by Plaguebearer Zeta which cannot be resisted.

MT has the potency bonus not AV.

The reason Asajj is a better lead in NS vs. NS is the 50% tm gain the Asajj-led team gets by being plagued and losing 5% health.

The zeta just gives TM. Plague cannot be resisted or Evaded at level 1 already.
