Plo koon jedi starfighter reinforcement ability

I don’t know if this working as intended but i don’t understand why the clear all debuff from plo koon jedi Starfighter reinforcement ability actually seem to clear all debuff but target lock. Actually it look like that target lock are cleared and appears very fast instantly and this proc biggs protection recovery... is this working as intended? Is there something i don’t understand because i spent 100 reinforcement mat in this ability and actually it boost opponent bigg’s protection.....
