99% sure Savage can't pull locked debuffs.
Your topic says counter even tho you didn't really ask about counters in your post. but you wanna shut down the tm gain and the buff. Shock does both, but Palp is squishy so you may need daze/buff immunity
Or just save him as the last toon to take down
