Possible to get fleet top 50 with galactic republic fleet?

Not really possible to climb to or retain top ranks with Negotiator on fleet arena. I would wait for Leviathan to come and see what can be used to counter it before deciding between Profundity and Executor, but you will most likely need one of them.
