Does potency increase your chances to attack twice or gain turn meter?

- Not directly. Potency affects landing a debuff or removing tm when that application is resistable.
So if the TM gain is dependent in landing a debuff than sure it can affect. For instance ep gains TM for shocked enemies so he must land shock in order to gain the TM.
Leia on the other hand potency gas no effect on her tm gains or multi attacks - No only to reduce turn meter or apply debuffs if that is part of the ability being used

It has to do with all effects from skills that affect your opponent, and thus go through a potency/tenacity check - All units have a basic 15% chance to resist non-irresistible effects. This can be raised by increasing the unit's Tenacity through mods. Potency is the opposite; it has to bypass the unit's Tenacity. Say a Palpatine has 100% Potency and a Han has only the 15% base resist chance. There is an 85% chance that Palpatine will land a Shock on Han. Both of these stats can exceed 100%, however, increasing the odds on either side.
