Does potency increase your chances to attack twice or gain turn meter?

All units have a basic 15% chance to resist non-irresistible effects. This can be raised by increasing the unit's Tenacity through mods. Potency is the opposite; it has to bypass the unit's Tenacity. Say a Palpatine has 100% Potency and a Han has only the 15% base resist chance. There is an 85% chance that Palpatine will land a Shock on Han. Both of these stats can exceed 100%, however, increasing the odds on either side.
