Priority order to make ships stronger?

My ships suck. I mean, I have some decent ships but they have low health and damage. What is the priority order in strengthening health and damage? Pilot Gear > Pilot Stars > Pilot Level > Mods ...

Play around with this for awhile and you begin to get the idea. Hoping for something more concrete though, and this is only pertaining to speed
