That's a good question and I can only tell you my experience. I have them at 85 7* and gear level 8-9. Mediocre mods.
I can get a million damage in Normal AAT phase 2. I can clear a few Galactic War nodes (6 or so with them). But I like to mess around with several teams there and don't dedicate myself to one team.
I would not attempt to use them in Arena until I gear them to at least 10. I run a Zmaul team there anyways. I'm on a Nov. 2015 shard. So most teams are topped out.
