In her detonating shot attack it states "for each thermal detonator that explodes this way, Zam gains 17% turn meter for each living scoundrel ally" so does that mean each scoundrel ally gets turn met...

It means that SHE gets turn meter not her teammates. That's part of the Lightning fast character discription. She gets a lot of turn meter becuase the scoundrels will put out a lot of TD's that her basic will detonate and she keeps getting turn meter to attack again.
