Raid Han - Why does he sometimes hit three times on his basic?

As the title says - I have been fighting numerous Raid Han solos now and on many occasions he tripple taps when using his basic. What gives? Am I missing something or misread something from his kit...

Is that 66% before or after his unique and any bonus if you use R2?

Before, so it's 66+20+10+crit chance up (most of the time).
