If a turn outside of someone turn was countered with retribution it could cause a never ending loop.
Imagine Kylo Ren A with retribution attacks Kylo Ren B with retribution. B counters, then A counters, then B counters until one is dead. Bad enough when we see similar with Biggs attacking some with retribution, then getting full tm after getting hit, then attacking them again then getting full tm when hit, then attacking them again (Used to see this all the time with Sith Trooper).
