I am farming her shards daily. I'll spend 50 crystals to renew the chance daily but no 100 so right now (with only light side mission 3 open) I have 6 chances per day. Sometimes I get 1, most days I get 2-3. Once and only once, I got 6.
It's a crap shoot but I am slowly getting the shards to unlock her. It just takes patience.
