It definitely stacks. Hitting a normal opponent more than twice would be redundant though (or a raid boss with Fearsome Foe more than 4 times).
I routinely run Sabine (under Ackbar lead, with hermit Yoda, Jawa engineer, and Princess Leia) in my STR P2 team (currently running tier 4)
My Leia with masters training will crit Sion for Average 8k, then I start piling on armor shreds, first instance puts me to around 15k crits (by now she is also getting her internal stealth buffs) second to mid 20’s, third gets about 33k per crit. A fourth (or subsequent) hit(s)of armor shred only takes me to 36k crits, which I attribute to the fact that my Leia already has a base armor penetration of 124, and was already bypassing most of the remaining 25% of Sions armor.
Feel free to try that team out too, it requires no zetas and minimal gear (hYoda g7, Sabine g8, engineer g10, and ackbar and Leia g11) And routinely nets me 2.6-3.2M in a run...
