Scavenger Rey mods - Offence vs Speed vs CD

I’m a bit confused how best to mod her...
The in game recommendations suggest Offence set and a Tenacity set (I can see the logic)
But equally Offence and CC might be better.
Gaming-fans.com recommends Speed set and CC....

Which would be optimum for her to hit hardest?

I use CD/CC under JTR, where basically every hit is guaranteed crit (mine has 99.14% critical chance after mods/lead/r2, upped to 124.14 once BB8 hits ID).

Found this thread searching for scab Rey mod preferences.
I am running (and slowly sharding away from) ZFInn ZscabRey R pilotrooper and Poe. All gear 11. I might take them to 12 because I am on an original server where that team can serve me well as I develop RJT, BB8,R2, and Holdo.

To the point though might it be good for me to use this defense mod on Rey when I G12 her?

I feel like the CC will likely come anyway once I get her teamed.
She's at 54 % with the current 1
