You probably should look at your Wiggs mods. If you go to their ships stat, you will see numbers in brackets that is coming from characters.
Some ship stats do not come from characters and they change from ship to ship. So, the trick is to know which ship stat you want to increase and whether that can come from characters - then mod them accordingly.
Your mods will matter more than gear levels or once you get to g12 and all your opponents are at g12, mods are the only differentiating factor.
