It is the source of zetas, it is a top tier feature. Just like HAAT used to be when it was the source of the highest gear. Now it has been supplanted by TB.
The 3 most important things in this game are characters (shards), abilities, and gear. The place to get the best version of those things currently available is always a primary game feature.
HAAT is a secondary game feature now, but ships never has been one.
