I don't know, the OP may be exaggerating, but my RNG luck is pretty garbage too. Granted, I'm not max level yet, but my ships are at least equivalent to any of the opponent's I choose.
And I can promise you that while my ships do get Target Lock from time to time, it happens at nowhere near the frequency with which the opponent gets it, even when using the same ship, same star level, same level, same upgrades, and pilots within no more than 1K apart.
Then again, the way that I roll dice when playing tabletop games, maybe it's just my horrible dice karma following me around.
