There are a few things that I feel should be explained here:
Firstly you can tell whether or not it is the ship or the pilot that is the difference based on where the extra speed is located. The fact that the extra speed is located in the green number in the parentheses following the complete speed means that the pilot's contribution is where the difference lies.
Now the Pilot's contribution is based on crew rating, which is based on some analysis of the stats of the crew member before mods come into play, and how leveled the mods are. This is entirely different than galactic power which gives a blanket value for putting a piece on based on how many components it took rather than the stats it provides.
What this means is that not only is gp not a relevant metric when determining where ship's stat gains from crew members are coming from, but that different pieces could potentially have different impacts on the ship's stats depending upon the stats on the piece. So there's potential that having 1 g12 piece and 1 g12+ piece could produce the same effect as having 3 regular G12 pieces if the G12+ piece gave out more stats their formula valued higher than the regular G12 piece did.
I don't know how Crew Rating is determined. MageDucky was the master of ships' stats. My main point in posting this was to elaborate that GP has no bearing on Ships' stats, and why. How is beyond my ken. If someone has more stats than you from crew contribution, they have more/different gear on than you do, better mods, or more upgraded abilities.
In this case we can clearly see it isn't mods or abilities, so by process of elimination, it had to be the gear.
