Why is the enrage starting once the count down hits 3 and not zero?

P2 of tank always goes to enraged with 1 or 2 left on the counter after topple because it is designed like that.
Coming out of topple reduces it by 1 because that is a turn
And in p2 the hull gains 100% tm coming out if topple so that is the second turn.
This is why p2 you can only get half as many topples as p4 before enraged.
