I'm not sure this will work without Old Ben. The strategy revolves around surviving the single target damage, and I'm not sure that's possible without Ofense Down
Round 1 it should work fine - you'd just need to make sure you kill more in round 1. I don't have a 4th strong AOE built up now to test it - I'm personally working on Snowtrooper (he's 7* and early g7 - needs to be g8 before viable due to health)- but I think HK would be a solid 4th option once he's skilled up. He does have some of the elements in his AOE that Ben has, it's just a lower change - it can still be deadly though and unlike Ben he can do damage. I would expect HK to do pretty well and would expect that to work decently. I'm just using Ben here to extend the match to round 2 as it is safer - but there's no question that in some of these battles if I had a 4th damage dealing AOE toon there that was offense up I'd kill more enemies at the end of round 1 and not need as much to kill in round 2.
So, for F2P tank AOE with poggle...I'd go Phasma, Kylo, Sid leader, and HK-47. HK doesn't hit really hard, but you don't need a ton more damage out of that 4th and he does have those negative effects as well that can be a poor man's Old Ben. Just know though, you'll need to have this built up well and the aoe ability skilled up with the damage levels. The teams you are fighting now are probably higher level since they've been built longer, so you have a bit of a development hill to climb.
