Change his unique to double for empire allies instead of half. This will make the empire amazing if it gets on a role and the ability would be comparable to QGJ zeta.

You guys need to remember this is a passive unique so you can't make it too much. But if you did want to make this go the ridiculous route make it anytime a toon dies and at the start of a battle.
