That's an odd take. I don't think stats are random between attempts on the same battle. More likely the above answers are correct, where either SLKR's actual speed being 560 does the trick or if Hux is present and preventing the tm gain.
Actually Hux shouldn't prevent the TM gain for BB-8 as the enemy uniques generally trigger before player uniques.
My bet is it's due to SLKR lead bonus.
They said the enemy team had Overprepared 1, plus the sector bonuses, could easily put BB-8 between 545 & 560 effective speed.
The sector bonuses are static and don't change with attempts. They will always be the same for that node. They show a range because the bonuses increase as you progress along the sector. (e.g A Resistance team just before the final boss will have higher stats than one at the start of a sector, even with the same OP)
