Speed Mods

Probably a dumb question. When people reference speed mods, it is meant as a secondary stat right? Not from the speed challenges?
With that, is it just luck to get those?
Is there a better mod challenge to farm?

It would be the Primary stat on the mod (the Arrow one in the upper right section of your mod layout). Getting speed on secondary stats as well is also quite useful. The Set bonus you farm does not give any leanings on your chances of getting any particular slot, or stat.
