Depends what you're facing and whether or not you want to mod your team's turn order for offense or defense. Some cases it's better to have him go first so on Offense you can use his TM gain and push all of your team to 100% TM to go before the other team. On defense if he goes first he will use Subdue first unless there are debuffs present, which isn't a horrible move, but it's not always the first thing you want Rex to do depending on your opponents and your team combination as well.
In your case it might be nice to have Boba go first to use his AOE ability block. Also keep in mind if you're facing Baze, Baze will get TM whenever his opponents gain a buff so if you use Squad Discipline for the Tenacity Up right away, Baze could get pushed to 100% TM as well and dispel all the tenacity up.
