Does it matter if you level up a toon first, then star up? Is starring up retroactive for a toon? I mean, if I star up a toon (Jedi Knight Anakin for example) to 7* before leveling up, would that toon...

It doesn't matter. When you get the star it will apply the bonus to all existing levels.
