Interesting, @scuba If it is doing as you describe, then there is a bug somewhere. But I think the bug lies with the situation you described, because the descriptions used by Devs as laid out by Waqui make perfect sense. Seems that the TM gain should be able to be dispelled by an attack that removes all positive status effects, like QGJ's Hunbling Blow.
