If it worked as you described it, than you should be able to block taunt and than separately dispel the TM give effect when he is damaged and currently you cannot do that.
Really? Now THAT's interesting. I still belive, that the rest is working as described by the abilities' descriptions, but if the TM gain cannot be dispelled without the taunt present, then I assume it's a bug. Looking forward to testing it myself :—)
