If you have to use only Empire, Royal Guard might honestly be a better tank than Stormtrooper for the Palp team. ST doesn't offer much in the way of utility, while RG has stuns aplenty and taunts automatically.
And definitely Shoretrooper for the Veers team, although Troopers with no Starck seems a little less-than-optimal.
