Absolutely Shore is the better choice. for the reasons listed above.
on point 4. I believe Shore has a higher armor stat, so yes tankier.
His node should also be high on the list of hard nodes you hit for any of the various reasons, guild activities and Daily activities provide.
Dooku_for_days outlined a good plan there, and in the long run you will see how much better shore is overall not just in that team. Also in the end you will have more empire to fill in gaps in 2-3 teams. so its a win win.
