It's a tradeoff. You are active during that hour but so are lots of other people. Sometimes I find it actually makes more sense to be active the hour before that if I just want to, say, get into the 20s so I stay in the top 50s. If I am at 52 and try to get into the top 50 after 5 pm, half the time I immediately get knocked back down into the 50s as soon as I get into the 40s.
