Actually I would agree that Thrawn is a big name, the EU has been mentioned but you have to remember that during the period between Return of the Jedi and The Phantom Menace the only new SW content was the EU stuff, of which the Thrawn novels were lauded. Myself, I have to admit I've read very few of the EU/Legends novels, and I haven't read the Thrawn ones but SW friends and acquaintances of mine during the 90s were seriously into Thrawn. I don't know why I never got round to reading them (possibly because although a lot of the EU content was great, the writing was often terrible) but I'd probably give them a shot if I ever have the time.
Idk what your thoughts are on Rebels, but i think the consensus is that season 3 does his character justice. I haven't read any of the books but i really like him in the show.
