The Heir to the Empire novels were wildly popular long before Rebels. During the height of the EU's popularity those 3 books were considered the best. With the reintroduction of Thrawn into canon and a new canon novel by Timothy Zahn (the author of the EU Thrawn trilogy), I suspect we will get Thrawn.
Also, you underestimate the popularity of the cartoons among mainstream Star Wars fans.
