Not enough ships to make a raid for them yet. Nobody except the mega whales will have enough ships (and their pilots) levelled up enough to make more then one fleet, especially with the capital ships taking double the resources to level, I've only just got 9 ships and 1 capital up to 85, some of those aren't 7* either and you generally need 7* to attempt heroic currently, so ships need a huge amount of further content and investment before they are ready to have their own raid. If the aat raid is anything to go by then the next raid is not going to be as simple to beat as "1 squad per guild member"

Certainly if they used the same formula as the other raids it'd be impossible to do.
But there is no reason why a ship raid have to be exactly the same as TT or the Pit. The raid could require that only the pilots be 7*, and that instead of being destroyed, the ship breaks off the attack. Each ship phase allows the ship to attack some number of times. And they could also do as others have suggested, have a phase or two be ships, and the others be heroes. But if you lose your pilot in the other phases, they're gone for good.
Honestly, I'd just like to use my ships for something other than Fleet Arena, having invested so much into them. Once you've 3*'ed all the challenges and beat the cap ship ones, that's all the content that remains for them.
It'd also give incentive for people to upgrade more ships, instead of farming zetas. Choices are good (even hard ones).
