Why would your conclusion be farming Tenacity? I thought the logical conclusion would be that Tenacity is a useless stat.
Assuming opponent had 50% Potency.
Your Tenacity at 15% = 15% Resist chance
Your Tenacity at 50% = 15% Resist chance
Your Tenacity at 65% = 15% Resist chance
Your Tenacity at 100% = 50% Resist chance
And if your opponent modded his characters with higher Potency for the purposes of raids, you are literally wasting your efforts farming Tenacity.
