Tenacity vs Potency, Arena AI Stats boost?

Question

I'm hoping someone can clarify, as I seem to be having the worst RNG luck ever.

Debuff landing equation is Potency - Tenacity and can't be less than 15% chance to resist the debuff.

There is a Nightmare team I face where their Palps is 60% potency (+35% added in battle from his leadership) that will 100% stun my Nihilus who has 98% tenacity. How is this possible? Tenacity should be able to overcome that potency leaving a 0% chance to stun (like it does with CLS, Thrawn, etc.). Am I missing something?

This feels like buying every number combination of lottery ticket except for 1 and still not winning.

Your formula is wrong. Chance to resist = Tenacity - Potency = 98%-95% = 15% (Minimum is 15%)

Then I would always have a 15% chance to resist, but he stuns him almost 100% of the time (exaggerated, but close to 9/10 times he gets stunned by Palps AoE).  Then what is the point of tenacity?  Especially, when my tenacity is greater than his potency?

If you have say CLS with the ability that gives additional 100% Tenacity, you might be able to achieve say 195% Tenacity which then translates to 100% Chance to Resist in your scenario. Other than that, anyone who knows their stuff does NOT mod for Tenacity. There’s no point modding for it except in very specific scenarios since you’ll always have that 15% Chance to Resist. And resisting stun 1/10 times is 10% which is close to 15% anyway. I’ll blame any skewing to some bad RNG/Observation Bias.

Using American rounding rules, 8.5 rounds up to 9. 9/10 times getting stunned is actually pretty much on par to the RNG you should expect based on your tenacity and their potency.This is why no one mods for tenacity because it's not useful unless you can get it much higher than the opposing team's potency. That's why the +100% tenacity boosts from certain skills are useful, but that's because they can basically get you above the threshold you need to start resisting almost all debuffs.
