I hoping for a "booster" pack with full unlocks for the two new guys. If you haven't activated them yet, it might be worth holding off until you have enough shards to be viable. This does delay gearing up, but you get less than half the value out of a full unlock in the shard conversion after you've activate a character. In concrete terms:
Chief Nebit full unlock for unactivated character gives the equivalent of 30 shards. If you have already unlocked him it goes down to 13 (half of the value to promote to the 3* level at which he unlocks). This is a bit of a gamble, but it could prove a real accelerator in the event that there are booster packs. The other thing that seems somewhat likely is the return of the Droid Event that drops Jawa shards. If they do it anything like the recent Jedi event, the first time victory might even have a full unlock of Jawa Scavenger since he unlocks at 2* (or 25 shards).
Once you get enough shards for 5* (or whatever is needed to join your raid tier) this strategy has diminishing returns.
This strategy generally applies to any character that can be fully unlocked in Bronzium data cards. Unless you have the resources to level and gear right away, you are better off holding out until you are. That way, you get the full shard amount from a Bronzium unlock. To my disappointment, Nebit and Scavenger are not yet available in Bronzium (or Chromium for that matter). They are exclusive to Cantina and Arena shipments.
